The main functions of the Directorate are:
 
1) staff management by the means of planning, coordinating, organizing, conducting, monitoring and evaluating the implementation within the Central Probation Office of the staff procedures related to:
   a) designing and organizing of functions / positions;
   b) providing necessary staff;
   c) professional development of the staff;
   d) motivation and retention of staff;
   e) workplace health;
2) providing informational and methodological assistance in the field;
3) registering of the data on staff members.
 
The main duties of the Directorate are:
 
1) staff management by the means of planning, coordinating, organizing, conducting, monitoring and evaluating the implementation of staff procedures related to:
a) designing and organizing of functions / positions;
-       participate at the elaboration of the  strategic development documents  of the Central Probation Office, particularly on the objectives and actions regarding human resources management;
-       participate in the elaboration of the Regulation of organization and functioning of the public authority, the internal regulation of the public authority; elaborates the Regulation of organization and functioning of the Human Resources Directorate;
-       participate in the designing of the organizational structure of the Central Probation Office and its structural subdivisions;
-       complete the staff establishment according to the structure and the staff limit of the public authority;
-       design / redesign the functions / positions within the public authority; coordinate the  development / updating of job descriptions for the various types of functions / positions within the Central Probation Office and ensure their endorsement;
-       organize and coordinate the socio-professional integration of the new employees, the probation period of junior civil servants;
-       elaborate the annual plan of the professional development of the staff in accordance with the training needs of the staff;
-       organize, coordinate and monitor its implementation;
-       participate in the organizing and conducting of competitions on the procurement of the training services, including the negotiation of the conditions for the organization and conduct of the training courses;
-       assesse the results and impact of the conducted training activities.
-       assesse the staff motivating factors;
-       elaborate / update the non-financial and also the financial motivation programs of the staff;
-       organize, coordinate and monitor their implementation;
-       coordinate and monitor the implementation of the procedure for the assessment of the individual professional performances;
-       aim at the individual activity objectives and the performance indicators of the public servants;
-       participate at the examination of the contestations filed by the employees in the management field;
-       promote and foster the positive psychological work climate within the public authority and an  organizational culture based on the general human principles, participatory management,  focus on results and harmonious labour relations;
 
2) providing informational and methodological assistance in the field;
-       the development of the regulations for the organization and functioning of the structural subdivisions of the Central Probation Office;
-       the development / review and approval of job descriptions for all the categories of the positions within the Central Probation Office and its structural subdivisions;
-       the organization and conduct of the procedure for the vacancies filling, the probation period of junior civil servants, the process of professional performance evaluation of the civil servants and of the persons holding the positions of technical maintenance;
-       the identification and assessment of the staff training needs, the establishment of the  motivational factors;
-       promoting the norms of conduct of the civil servants.
 
3) registering of data and documents regarding the  staff of the Central Probation Office:
-       develop the order drafts, provisions relating to the employment, modification / suspension / termination of service / employment relations, provisions on training, evaluation of staff and other staffing procedures;
-       fill up the work records;
-       draw up and update the personnel files;
-       fill up the statistical forms of the staff of the Central Probation Office;
-       keep records of all types of holidays offered to staff;
-       issue and manage the service identification cards;
-       keep records of the people in military service;
-       perform the actions on the obtaining by the employees of the compulsory healthcare insurance policies;

issue, at the staff requests, the certificates / copies of documents relating to their personal data.
